Upbeat -- LTV Steel (Cleveland, OH)
has recalled 400 workers to restart its Cleveland Works blast
furnace, steelmaking shop, and hot strip mill. The company cited
higher incoming orders, together with a desire to gain economies
by using the oil-based (rather than natural gas-based) systems
at Cleveland. LTV cautioned that low cost steel imports continue
to pose a competitive threat, and that the company's overall
level of orders remains well below last year. LTV is in the
process of Chapter 11 reorganization, and is focusing on value-added
products for quality-critical markets. Part of its new strategy
involves outsourcing a major portion of its iron ore and metallurgical
